Government of West Bengal is committed towards large scale skill development for youths to improve the scope of gainful employment and entrepreneurial opportunities under the WBSDM (West Bengal Skill Development Mission)chaired by the Hon’ble Chief Minister of West Bengal. To ensure that the above commitment is met successfully the Department of Technical Education, Training and Skill Development, Government of West Bengal has launched Utkarsh Bangla, a flagship scheme on 16th February, 2016 under the aegis of the PBSSD (PaschimBanga Society for Skill Development) for placement linked short-term skill development trainings across the state of West Bengal.

Objective:

The objective of the scheme is to skill individuals to empower them to engage in wage employment or self-employment leading to improved livelihood through increased earnings, and/or improved working conditions, and/or opportunities to move from informal to formal work sectors. The skills imparted are compliant with National Skills Qualifications Framework (NSQF) and conform to prevalent national norms and standards. The training shall be in national council(s) / industry validated and market relevant skill based modules followed by assessment and certification procedures that have an all India acceptance.

Schemes Covered under Utkarsh Bangla:

• Short Term – State Funded TrainingProgrammes
• PMKVY – CSSM (Pradhan Mantri Kaushal Vikas Yojana – Centrally Sponsored State Managed)
• DeenDayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)

**Recognition of Prior Learning (RPL) is a component of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) scheme in which individuals with prior learning experience or skills are assessed and certified.

About Amar Karmadisha – UTKARSH BANGLA App:

PBSSD (PaschimBanga Society for Skill Development) in collaboration with Tata Strive has designed a self-assisted career counseling solution app known as Amar Karmadisha- UTKARSH BANGLA. Under the Amar Karmadisha initiative, students or youngsters can take a small test and play a short game to determine the kind of career that is most suitable for them. A Unique ID will also be generated that can be used in future.

Once you take assessment test, you will be given a career assessment report based on the answers provided by you. This report may vary from person to person. Here you will get a code for your personality type based on Dr. John Holland’s theory of career and vocational choice. You will be provided skill development options and career opportunities based on this.

However, it is not mandatory to choose these career options only. You can choose any career or skill development course you want. These are just recommendations.

Out of 1062 nominations in 18 categories from all over the world, Utkarsh Bangla emerged No. 1 in the capacity building category to win the prestigious award of WSIS. WSIS Prize is an international contest to create an effective mechanism to evaluate and recognize individuals, governments and private bodies for outstanding success in implementing development-oriented strategies that leverage the power of information and Communication Technologies (ICTs) as an enabler of development.
