Disaster Management and Civil Defence

Introduction:
Disaster related thoughts have undergone a thorough change all over the world. Meanwhile there has been a paradigm shift from the relief centric approach to a comprehensive disaster management approach. The central government has promulgated the “Disaster Management Act, 2005” and keeping with the change the department was rechristened as the Department of Disaster Management and Civil Defence.The aim of the West Bengal State Disaster Management Department is to establish necessary systems, structures, programs, resources, capabilities and guiding principles for reducing disaster risks and preparing for and responding to disasters and threats of disasters in the State of West Bengal in order to save lives and property, avoid disruption of economic activity and damage to the environment and to ensure the continuity and sustainability of development.

Civil Defence:
“Civil Defence” connotes the performance of humanitarian tasks intended to protect the civil population against the dangers and to help recover from the immediate effects of hostility or natural disasters and also to provide the conditions necessary for its survival. Civil Defence does have the International set-up. It is reckoned as a humanitarian work.

Types of Disaster

Services of Disaster Management:

The services are provided by Barasat-1 Block Development Office, Department of Disaster Management & Civil Defence:

 1)  Ex- Gratia Grant Death Due to Natural Calamity:

Ex-Gratia Grant for death due to Natural Calamity like Flood, Cyclone, Earthquake, Tornado, Hailstorm, Lightning and direct or indirect effect of Natural Calamity like House/Wall Collapse, Fall of Tree, Electrocution, Drowning in Flood Water/ river Water.

 NOTE: Any kind of FOUL PLAY or Attempt to SUICIDE would not be Accepted.

 How to apply:

Petition to the Block Development Officer, Barasat-I Development Block, with all required original documents and self-attested photocopies.

Documents Needed:

  • Petition to the Block Development Officer.
  • Copy of Post Mortem Report.
  • Copy of Police Report.
  • Copy of Death Certificate.
  • Certificate of legal Heir/Next of kin by Local Authority.
  • Copy of Adhaar card and Voter Card of Deceased Person.
  • Copy of Adhaar card and voter Card of Legal heirs/Next to kin.
  • Residential certificate by Local Authority.
  • Copy of bank pass book of Next of kin.
  • No objection Certificate (if necessary).

 Amount for this Grant : Rs 2,00,000/- (Rupees Two Lakh only)

2) Ex-Gratia Grant Death Due to Snake Bite:

In case of Snake Bite, next to the kin can apply for Ex-Gratia Grant.

NOTE: Any kind of FOUL PLAY or Attempt to SUICIDE would not be Accepted.

 How to apply:

Petition to The Block Development Officer, Barasat-I Development Block, with all required original documents and self-attested photocopies.

 Documents Needed:

  • Petition to the Block Development Officer.
  • Copy of Post Mortem Report.
  • Copy of Police Report.
  • Copy of Death Certificate.
  • Income Certificate by the Local Authority.
  • Certificate of legal Heir/Next of kin by Local Authority.
  • Copy of Adhaar card and Voter Card of Deceased Person.
  • Copy of Adhaar card and voter Card of Legal heirs/Next to kin.
  • Residential certificate by Local Authority.
  • Copy of bank pass book of Next of kin.
  • No objection Certificate (if necessary).

Amount for this Grant : Rs 1,00,000/- (Rupees One Lakh only)

3) Covid-19 Ex-Gratia Grant:

In case of death due to covid-19, Next to kin (NOK) can apply for Covid-19 Ex-Gratia Grant.

NOTE: As per the order of Hon’ble Supreme Court and Deptt. Of Disaster Management & Civil Defence,

a) In case of the death happened prior to 20-03-2022, due to Covid-19, the last date for receiving application is 24-05-2022.

b) In case the death happens on and after 20-03-2022 due to covid-19, the application are to be received within 90(Ninety) days from the date of death.

 How to apply:

a) Fill up the Covid-19 Ex-Gratia Form properly.(accurate Data & Information.)
b) Submit the Covid-19 Ex-Gratia Form with all needed Documents self-attested Photo Copies to the Block Development Officer/ concerned Local authority/Gram Panchayat with the all documents.

 Documents Needed:

1) Self-Attested Photo Copy of Covid Test Positive Report (RTPCR/RAT)

2) Self-Attested Photo copy of Death Certificate by Medical Officer Stating the cause of death.

3) Self-Attested Photo copy of Death Certificate in Form-6.

4) Legal heir Certificate from Local Authority/ Body. (Gram Panchyat)

5) Self-Attested Photo copy of Adhaar Card/EPIC of Deceased person.

6) Mobile Number of applicant on application/claim form is mandatory.

7) Self-Attested Photo copy of Adhaar Card/EPIC of NOK (Next of kin/Claimant.)

8) Self-Attested Photo copy of First page Passbook or Cancelled Cheque of NOK/Claimant. (Where Bank

& Branch Name, A/c No., IFSC CODE are clear and readable.)

9) The original Next-of-kin Certificate from Local authority/Body (where the deceased was permanent resident.)

10) Original Affidavit stating the relationship between deceased and applicant/claimant and NOC (No Objection Certificate) from other Legal heir/Next of kin.

11) Signature, date & stamp of the Prondhan and EA/Secretary on the Covid-19 Ex-Gratia Application Form.

Amount for this Grant : Rs 50,000/- (Rupees Fifty Thousand only)

D) Economic Rehabilitation Grant:

The scheme will be restricted to such families who are eligible for Normal Gratuitous Relief or have no Income or whose monthly income does not exceed the ceiling as may be decided by the Govt. from time to time (Present ceiling of the family income per month is Rs. 2500/-). Preference should be given to the enlisted beneficiaries of Normal Gratuitous Relief.

Eligibility Criterion:

The beneficiaries should have own shop/stall/dwelling house for starting small trade. The beneficiaries of sewing machine should have pass certificate from Govt. recognized/registered institution regarding knowledge of tailoring.

Restrictions:

Economic Rehabilitation Grant will not be sanctioned to a family for more than once.

How to Apply:

Submit application with Photocopy of EPIC, Adhaar Card, Income Certificate (Original) by Local Authority, Scheme for ER Grant and Passbook to the Block Development Officer, Barasat-I Development Block.

E) House-Building Grant:

In case of damage to dwelling houses by any natural calamity or accidental fire

Documents needed:

  1. Petition to the Block Development Officer
  2. Police report (GD).
  3. Fire-brigade report.
  4. Four/ Three man committee report (Form-C).
  5. Family income should not exceed more than Rs. 2500/-.
  6. Photograph of the building.
  7. Copy of bank pass book of the beneficiary
  8. Copy of Adhaar card and Voter Card of the beneficiary

F) General Relief And Relief Material Distribution:

Relief Material for the Poor, Needy, Helpless peoples during the Disaster or Natural Calamity like Flood, Cyclone, Earthquake, Tornado, Hailstorm, Lightning.
